Thank you for your letter 59300/2/45 97 the 15th December about the resumption of private trading in Hong Kong.

be are sending copies of the notice to the American, Chinese, French, and Netherlands Fabrasies. We are not saying anything about the procedure for applications for return to Hong Fong, as we have already dealt with this in our letter to Allison of the United tates mbassy F 10697/1147/10 of the 12th December (copied to Smailes, C.A.4, war office and to Layle) and in our official and semi-official communications sent to the Chinese, French and Netherlands Embassies (F 10219/182/61) on the 18th Decender, copies of which will be sent to Colonial Office and .er office. By arrangerent with mailes end Herding, we have informed all four Embassies that guli ions for permission to enter

Hong Kong should be put through the local consular 67ficer direct to the Chief civil Affairs Officer.
