Ref our ciphers 78230 of 6 Oct. and 79408 of 113 Oct. re appointment
of CHANG HU-SEN as representative of Chinese Ministry of Information
resident in Hong Kong.

2. Foreign Office have now obtained promised details re Chang's
career but they also understand from Chungking that Chang left there
for Hong Kong on 28 Oct. Following details may be of value to you.
Chang graduated at Shanghai. From 1943-44 he was representative
of Fukien - Kuantung, Foreign Affairs Bureau, and from 1944 - 45 he
was in a similar capacity at Canton. He is more over well known to
our M.0.1. representative at Chungking who considers that he will be
helpful and co-operative.
4. Realise information in para 3 above reaches you after Chang's
arrival but please now state whether you have any objection to
Chang's appointment.
5. Foreign Office are confirming with Chinese authorities that
Chang will be attached to Chinese Consulate General.
