I have been expecting to see a further 45gram from the C.-1-C., long long, with reference to hiể telegram 592 cipher 22ml Movember about the resumption of private trade, giving the text of the announcement which was made locally, and his comments on the draft announcement included in the telegram which I sent over te you an the 21st Lovember and which I understand went off on the 22nd. It is possible, of course, that this talegraŭ reached Hong Kong before the local announcement vas made and that long Kong did, in fact, use our draft.
I tok, however, that we must clear the point up as soon as possible, ao that we shall be in a position to make an announcement here.
I suggest, therefore, if you see no objection, that telegram in the terms of the attached should go off to Hong Kong as quickly as possible. I have not yet seen copies of the telegram which was sent to Hong Kong containing our draft local announcement and have not, therefore, been able to insert the reference in the enclosed telegram. would you be good enough to arrange for this so be done before the telegram is despatched.
