I handed this letter to Mr. Allison today. He noted that U.S. citizens desiring to proceed to Hongkong should apply to the Chief Civil Affairs Officer at Hongkong for permission to enter, and he asked whether such applications should be sent through the American Consulate in Hongkong or whether, for instance in the case of an American in New York, he should apply through the British Consulate-General there. I said that we would refer this question to the proper authority and let him have an answer as soon as possible.
