Majesty's Ambassador at Chungking that the Chinese authorities should be pressed to allow Royal Air Force · aircraft to alight and refuel at Samar, if forced by weat to do so. They would be grateful if His Majesty's Ambassador may be instructed accordingly by telegram.

4. The arrangement of a staging post at Shanghai, as described in Air Vice Marshal Dickson's letter of the 16th November to Mr. Sterndale-Bennett, remains the most urgent need, but the Council attach considerable importance to obtaining the facilities described above at Samar at an early date. It will be noted that no more is asked for than is in practice normally accorded by any nation to aircraft of another country forced to land through stress of circumstance.
