My telegram No. 1453. F9833

General Carton de Wiart took this up with Chiang Kai-shek and was assured by Madame Chiang Kai-shek on his behalf on 10th November that instructions had already been sent to the Chinese authorities in Hainan. It now transpires, however, that the Chinese authorities here are in some doubt whether Chiang Kai-shek's writ runs in this area and that in any case owing to difficulties of communication the message had only got as far as Canton. Signal received from Hongkong this morning confirms that Sunderland is still detained at Samur.

2. Permission is now being sought to send a British man of war from Hongkong to Hainan to enquire into the position and Chiang Kai-shek's staff officer has given the asurance that the answer will be forthcoming this afternoon.
