When he came to see me yesterday Mr. Allison mentioned that he understood that there was some difficulty about the admission of American businessmen into Hong Kong. As he understood it British businessmen who had been interned there had been encouraged to return to England on the understanding that their position

would not be prejudiced as in the meantime a certain degree of control over business enterprise would be exercised by the Hong Kong Government and the position would not be

pre judiced by the unrestricted entry of possible competitors. It now appeared however as though conditions were returning to normal more rapidly than had been anticipated and, while the United States Government understood the possible difficulties if the Hong Kong Government had entered into any kind of commitment with British businessmen, they hoped it would be possible to remove any controls as soon as possible so as to allow the entry of American businessmen who wish to go into Hong Kong. Mr. Allison made it clear that he was not making any representations and the Embassy had received no instructions to do so. He was only letting me know that this was a question which was beginning to exercise the State Department, for any action which I thought it appropriate to take. I said I would look into the matter. Se far as I remembered American banks had been allowed to start up again but I did not know what the position was as regards the admission of businessmen generally.

Mr. Allison has since rung up to say that a further communication has been received from the State Department indicating that some American businessmen have been definitely refused visas to go to Hong Kong and asking the Embassy to draw our attention to the matter. He will send me shortly a personal letter.
