Morgan sent you a copy of his letter to me of 26th October, with which he enclosed a Colonial Office report on the Food Situation in Hong Kong for the period 28th August to 22nd September.

I do not know whether you have seen the report, which emphasises the need for free trade in foodstuffs between Hong Kong and South China, which is described as the Colony's larder.

In the present world shortage of many foodstuffs and the difficulties of transporting such stocks as are available, this view would coincide with the interests of the Ministry of Food. I hope it may be possible, as Morgan suggests, for negotiations to secure food imports from Kwang Tung to be initiated without delay with the Governor of that Province.
