the attached report Hadly sant us by the Colonial Office on the food situation in Hong Kong as it was last September. Since then things have probably deteriorated especially as regards rice and in his latest telegram asking for more rice, C. in C. Hong Kong onym there is malmitri tion.

From tix point of view of the military period, covering the next few critical months, it sees to me that the suggestion that negotiations for food imports from Kwang Tung should be undertaken with the Governor of that Frevinos, ought to be followed up. It would have both short term and long tem advantages.

The War Office is not of course directly concerned with food procurement though we are as interested as yourselves in saving shipping and imports. It occurred to me therefore, that you might like to take the matter up with the Foreign Office. I lave spoken to Kayle who fully supports this sug:pation from the Colonial Office point of vievi.

Would you please return the report when you have done with it.
