General Pan Hua-Kuo

General Pan's Mission has now received advance totalling

200,000 dollars in four instalments of fifty thousand dollars

which I do not regard as unreasonable in the circumstances.

Rate of exchange on repayment would not normally enter into question as far as we are concerned as ordinary procedure would be for Chinese National Council to remit dragt to Hong Kong Bank for amount due directly exchange facilities are

restored. It is not quite clear, however, whether Council

proposal is to pay Embassy equivalent to Chinese dollars when

latter will presumably credit Hong Kong funds through Foreign Office Account. Difficulty about such procedure would presumably

be that there is no real exchange rate. Grateful for information

s to exact position and for your views as to manner in which

future requests for advances should be dealt with.
