I appreciate that these proposals go beyond policy stated in Admiralty 031749, but conditions have now changed for the better and visit can be justified on (8 groups missed) of former friendship contacts. Since (corrupt groups) is actually at Weihaiwei a visit there has been included.

His Majesty's Ambassador now at Shanghai has been consulted in regard to visit in paragraph 3(b) above and agrees. He asks that Foreign Office should be
informed.
6.
If approved request programme in paragraph 3(b) may be cleared with Chinese authorities.
7.
I have informed Commander 7th Fleet verbally and be concurs.
