(? I have been) considering future policy of Task Group 112.3 in light of present situation. factors are:

2.

Desirability of giving ships some sea time Approach of winter makes it necessary for

visits to North China ports to be made soon if they are to take place before next. Spring

(c) We do not want to give the Chinese the

impression that Shanghai is being used as a permanent base. Changing prominent ships and visit to other ports will militate against this.

(a) Mr. T.V. Soong in his interview with me

stated categorically that no discrimination would be made against British ships as regards visit to Chinese ports. My 120901 refers. American ships are now visiting North China ports including Weihaiwei. (e) Institution of Yangtse patrol is politically

impossible at present. Americans are

also revising their ideas in this respect.

Following are my general proposals:

(a) Task Group 112.5 Repeated 112.5 should now be

dissolved.

(b) Task Group 112.3 to consist of 3 Cruisers, 4

Destroyers and 2 Sloops of which one Cruiser and either one Destroyer or $loop should normally be at Hong Kong. (Corrupt groups) but which of these visit to carry out practicos, maintenance and replenishment. (c) Until conditions are more stable minimum of one Cruiser and one Destroyer should always be at Shanghai.
