American Activities. The Administration are worried about the unannounced arrival of American officers in the Colony. Some of these are blatantly approaching Chinese firs etc., with offers of business and there are, I fear, positive indications that some are talking to their Chinese contacts in a way directly prejudicial to British interests. The Commanderin-Chief proposes to take a firm line with the business toute as soon as positive evidence is to hand and he proposes to take this to the highest levels if necessary. Meanwhile we should insist with both Chinese and American authorities here on prior notification (not permission, as Kong Kong is still in the China Command) of all arrivals. This had already boen taken up by theAir Attache before I left but I do not know what came of his approaches.
A cognate point is that cur own R.A.F. priority passengers to Hong Kong should be more satisfactorily cleared: but this point has been raised by the Chief of Staff in Hong Kong with R.A.F. Headquarters in the island, and will presumably be dealt with there. Though I do not imagine that they are providing jog-rides, R.A.7. Kunming should perhaps be told not to lift any people from within China unless requested to do so by some British authority and to give all names by signal in advance to R.A.F. Hong Kong.
