1. M.W.T.R. Shanghai in airmail report dated 29th September stated following stocks of coal were available and only required shipping to move them.

2. We agreed in our Mast 35 to your using ships for moving this coal and suggest you arrange distribution with M.W.T.R. Shanghai sending someone there to discuss it with him if telegraphic communications are still impossible.

3. Regret there is no possibility of shipping coal from South Africa or India. We have asked Washington prospects of Miike coal being available but have no information yet. Suggest you explore this latter possibility through Navy.
