Agree entirely. Your analysis present situation. Solution majority local problems lies in adequate regular supplies and greatly appreciate your efforts enaurethis.

Proposals referred your telegram improvised to immediate obvious problem of bridging gap until supplies arrive,

Danger aggravating situation by stopgap measures appreciated but risk had to be taken to avoid breakdown.

Results thus far tend to justify action taken as situation at least no worse and we are still a going concern.

A.

I have reviewed your proposals in light of your comments and offer following remarks:

(A) My 210834 September. Immediate object not an (?)

improvement in supply which remains unaffected but to enable charitable organisations bearing brunt relief to buy locally produced vegetables to cook with free issue Government rice. Problem is to enable populace to eat vegetables tomorrow. No other means doing this yet. exists except by purchase from day to day in local market.

(B) My 221224 September. Conditions described,

Para. 2 remediable only by long term rehabilitition plans unconnected proposals

Para. 3.. These latter designed to enable part of Fleet remaining afloat to put to sea by providing Masters with means to buy tackle and provisions on special voyage.

(C) My 231234 September.

Further discussion end September with large Labour employers suggested possibility reduction my first proposal 100 % high cost living for subordinate personnel subject maximum 200 dollars allowance per month. Prices basic essentials month end showed slight decrease accordingly last week authorised.

(1) 1941 wages plus 194 high cost living plus (2) "Rehabilitation allowance" one dollar per day.
