With reference to your letter of the 13th Cetober about surpluses of oil seeds and fats in Chine, I enclose a copy of our telegram to Chungking which as you will see has been repeated to Shanghai.

2. As regurtia the opening of consulates in China you may care to know that the position in reoccupied China is not as fol1078:-

The Chinese have spread to the re-opening of the Consulate-General at Shanghai and Bir. Ogden has

one and been appointed to the post. No reply has yet been receive: regering other poste but the Babaasy have now informed the Chinese Ministry of Foreign Affairs of our intention to appoint Er. Chitanore to Tientsiy meanwhile Kr. Laab hoa gone to Tientsin as Sibassy A presentative. as you will appreciate, tings are still rather chaotie in China and our people have more than enough to occupy their hands with the phys cal care of British subjects on the spot and the recovery of British property from Chinese and other occupiers. They say not therefore be able to obtain the necesary information as prompt Ly as one would like.
