Proposals my 211236 September. Results situation created by currency proclamation where small traders importers distributors food lacked legal currency or means obtaining it to carry on commercial activities vital to community.
2. I wished to have at my disposal means of dealing promptly with situation should it develop unfavourably.
3. People concerned not normally dealt with by Banks and small loans envisaged in cases not worthy banking procedure.
Chinese Chamber of Commerce obviously not ideal, but suggested to provide economical means of handling details proposed loan in view critical shortage manpower.
4. Now discussed local representatives of Banks who confirm proposal essential caue for Government action .

5. On other hand since proposals made situation has at last begun to just itself without Government intervention and am reluctant to interfere with process since danger point circulation difficulties may already have been passed.
