We spoke and agreed that all applications made to us for the return to the Far East of men required to work for British Shipping interests and sponsored by this Ministry, should be forwarded to you. That you would then arrange to obtain entry permits etc. from the Chinese Authorities, add the names to your list, and sponsor the provision of transport.
I annex particulars of an application received today which we sponsor.
