IMPORTANT

On application of State Department, visas have been granted to two Chinese-speaking United States citizens, Tai Chan Sham and Tai Chan ing, and to E.M. Niven, clerks destined for the United States Consulates at Hong Kong and Singapore respectively when opened. Plan is that men proceed next week by aircraft to Shanghai, there to await further orders. I should be grateful if you would let me know whether there are at present any special requirements for the territories mentioned e.g. the obtaining of permits from the local British military commanders about which I should..warn State Department. Passports of men contain certificate that, under regulations of United States Joint Chiefs of Staff military permits are not required, reason being that they are State Department employees but this certificate would presumably not apply to permits from British military authorities at Hong Kong and Singapore if such permits are a requirement for landing.

2. No applications have yet been received for visas from United States Consular officers assigned to Hong Kong or Singapore. Am I authorised to grant them visas without reference when they apply?
