With considerable apprehensi on.

This Administration is, at present and that you can promise no

immediate alleviation of this situation. It is imperative therefore

that temporarily at least air passages with the highest priority

should be granted to all Civil Affairs Officers on our establishment

and any other personnel for whom we ask urgently repeat urgently

and that they still not be kept waiting at Colombo. This includes

those personnel nominated in our number Eight.

I know you are aware how understaffed
