I am directed by the Minister of Information to refer to your letter to the War Office (No. F 6355/1147/10) of 13th September, on the subject of facilities for representatives of the Chinese Ministry of Information at Rangoon, Singapore and Hongkong and to indicate the implications which this matter has from the point of view of this Ministry.

Mr. Williams wishes to associate himself with the argument in paragraph 2 as regards reciprocity of treatment and to point out that, while it is perhaps unlikely that the Chinese Government would refuse to allow officials of this Ministry to function in Chinese ports, the degree of co-operation which is obtainable will inevitably be conditioned by the facilities granted to Chinese Ministry of Information officials by British authorities in other areas.

3. Further, Mr. Williams recalls that officials of the Chinese Ministry of Information were in fact allowed to function in Rangoon, Singapore and Hongkong prior to the outbreak of the Pacific War and the capture of these territories by the Japanese.

4. Finally, Mr. Williams finds himself in agreement with the view expressed in paragraph 3 of Chungking Telegram No. 1025, to the effect that it would in fact be found impossible to prevent representatives of the Chinese Ministry of Information from getting into these cities and that it would therefore be as well to accept the principle with good grace, subject to conditions regarding their status and the time of their entry.
