I am directed by Mr. Secretary Hall to refer to Foreign Office letter 6355/1147/10 of the 13th September on the subject of facilities for representatives of the Chinese Ministry of Information at kangoon, Singapore and Hong Kong and, in this connection, to transmit herewith, to be laid before the Army Council, a copy of a semi-official letter dated 18th September from the Ministry of information with enclosure.
Mr. Hall presumes that the krmy Council will communicate with the British authorities in Hong Kong on the subject of the proposed appointment of Mr. Chang liu-Seng to Hong Kong as Resident Representative of the Chinese Ministry of Information and he would appreciate official particulars as to Mr. Chang's career and his intended functions in Hong fong.
