some small tugs and lighters but majority small craft have been surrendered by Japanese to Chinese Navy who presumably will return them to rightful owners and am endeavouring expedite this.

Para 4. Local administration most pressing shipping need is for importing coal about 40000 tons per month and Chinese Local Government are enquiring for ships for this purpose.

Para 5. Am of opinion they might temporarily waive relevant clause 1943 treaty and accept foreign flag on coast for such special relief project as bringing coal from ChinWang and Ko ? elceres Eitantera to Shanghai if we can offer allocation of few ships

for this need.
