My telegram No. 1175 [of the 25th September: opening of American and Chinese Consulates in Singapore and Hongkong] paragraph 2.

2. Colonial Office have now agreed not to attach any formal stipulations to the opening of a Chinese Consulate General in Hongkong.

3. They have taken this decision on the understanding with the Foreign Office that should the Consul General in fact indulge in any of the activities contemplated in the stipulations mentioned in War Office telegram to Commander in Chief, Hongkong No. 72653 of September 9th (repeated to G.0.C. China) we should be prepared to ask for his withdrawal on the ground that such activities are outside the legitimate scope of a Consular officer's functions.

4. Provided, therefore, that there have been no adverse Chinese reactions to notifications reported in paragraph 4 of your telegram No. 1213 and provided also that you see no reason to expect Chinese opposition to our proposal to re-open other major Consular posts in China, you have authority to inform Chinese Government that we are ready to agree to re-opening of Chinese Consulate General in Singapore and to establishment of Chinese Consulate General in Hongkong and that steps will be taken with a view to the formal recognition of the consular officers nominated for these posts, on the receipt of the customary official notifications through the diplomatic channel.
