Chinese Consulates in Singapore and Hongkong/

2. Colonial Office have now agreed not to attach fromal
object-to-ahy former stipulations to the
opening of a Chinese Consulate General in
N.P3.
They have taken this decisio Hongkong,/on the understanding that should

the Consul General in fact indulge in any
of the activities contemplated in the stipu-
lations mentioned in War Office telegram to
Commander in Chief, Hongkong No. 72653 of
September 9th (repeated to G.0.C. China)
we should be prepared to ask for his with-
drawal on the ground that such activities are
outside the legitimate scope of a Consular
officer's functions.
