2. I have just visited Canton in motor launches flying the White Ensign and have flown up to Canton, F.A.A. aircraft without asking for previous approval and with notification only to local authorities.

The welcome received and pleasure displayed as a result of visit, during which we were asked to come at anytime we wish, makes me doubt whether policy of remaining under American command is correct.

4. Judging from this visit, I feel the time is now ripe to discuss this question. Factors to be borne in mind are that Chinese officers have served in British Fleet and facilitios for shipping a Chinese army through Hong-Kong are now being made available.

5. Unless I can have some (?authentication) I feel the visit will be wasted.
