In view of apprehension recently expressed by Generalissimo to General Carton de Wiart, regarding opera- tion of His Majesty's ships in Chinese waters, it appears undesirable that we should initiate any action which would revive his fears on that score. Unless, therefore, in your view, visit would serve a useful purpose for other reasons, we feel that it should be discouraged at this time.
