I enclose copy of a letter we have received from the French Embassy stating that the French Ministry of Foreign Affairs wish provisionally to entrust Monsieur R. Egal with the representation and protection of French interests in Hong Kong pending the arrival of a French consul.
M. Egal was a wine merchant in shanghai who in 1941 was arrested by the Vichy authorities on account of Gaulliste activities. a a result he had to leave Shanghai, and was caught by the Japanese in Hong Kong when they captured that colony. e are looking up details of his record, and will let you know if there is anything else of interest.
In the meantime you may wish to consult the military government in Hong Kong about this request.
I am sending a copy of this letter and its enclosure to Major Smailes, C. .4.
