29 Civil Affairs Officers have now arrived and are taking over the administration staffed at present with 700 internees all of whom are exhausted and must be got home in a matter of days. Provision of balance of Civil Affairs staff to enable administration to carry on is therefore a matter of first priority. I would especially stress the need for Civil Affairs officials. I request re-inforcements of Civil Affairs staff be flown to Hong Kong with operational priority. Present Civil Affairs staff is very hard pressed.
