Your telegram No. 15 [of 28th July].

Colonial Office would be grateful if you would, after you have satisfied yourself that there is no objection on security grounds, offer Dickinson, subject to medical fitness, temporary appointment for one year as Agricultural Adviser Hong Kong with salary of £1200 a year, appointment terminable by either side on giving three months notice or one month's salary in lieu. From date of leaving Kunming and during period of Military Admin- istration, it would be necessary for him to be seconded for service under the War Office and he would receive from that Department separate communication setting out special conditions of employment under Military Administration. When Military Administration ceases to function he would revert to employment of the Civil Administration and whole of service in Hong Kong would be regarded as having been under civil administration.

If he wishes to accept Colonial Cffice would be grateful for your assistance in arranging medical examination and if fit for vaccination if this has not been done within the last two years and T.A.B. inoculation, and also passage immediately to Hong Kong, cost of which will be charge on ar Office.

It is noted that Dickinson wished to have leave in United Kingdom but it is regretted that owing to the present situation it is necessary to ask him to proceed to Hong Kong without delay.
