Dear Paskin,

I enclose a copy of a letter we have received from the Netherlands Embassy stating that Mr. A.J. de Voogd has been instructed by the Netherlands Government to proceed to Hong Kong to watch over Netherlands interests there, pending the re-opening of the Netherlands Consulate-General, and asking that he be admitted to Hong Kong in that capacity.

I am making en uiries to see if anything is known of Mr. de Voogd, and will let you know if there is anything of interest. In the meantime you may wish to consult the military government in Hong kong on the subject.

I am sending a copy of this letter and its enclosure to Major Smailes, C.A.4.
