I should like further consideration to be given to this. The pp. are not attached and I am not therefore acquainted with the facts. But I do not like to send off the proposed note. Ve really cannot tell a foreign Ambassador that the most expeditious way of obtaining information about some of his own nationals in a British territory is to telegraph to them direct. The first paragraph of the note is all right, but we ought surely to press the Colonial Office or the War Office to get a special report about the persons concerned.
