Following from Chiefs of Staff,

we have considered the composition and provision of a small inter-service staff for you as C-in-C Hong Kong, if you have not already taken steps to form one.

2.

To avoid duplication of staffs we think you might utilise General Festing's administrative staff for your administrative work.

3.

we suggest that you will need a small inter- service staff to co-ordinate the activities of the three Services and to ensure the implementation of your policy. Your Chief of Staff might be an R. A. F. officer with rank of Air Commodore. The Staff might consist of an officer from each service of equivalent rank of Captain R. N. or Commander.

4. We would welcome your comments or suggestions.
