SIR ALAN BROOKE suggested a redraft of paragraph 3 of the telegram, which was approved. In reply to a question by the First Sea Lord, he explained that although S.E.A.C. were earmarking a division for Hong Kong, it was intended that this formation should cover commitments such as land forces for Shanghai and for the occupation of Japan proper, and that in the event of it becoming likely that forces would be required at Shanghai they could be moved forward and held conveniantly at Hong Kong.
SIR CHARLES PORTAL suggested an addition to the telegram pointing out, for the information of the Joint Staff Mission only, that we should have special R.A.F. requirements in establishing an air staging post at Shanghai, and that it was proposed to ask C-in-C. British Pacific Fleet, to arrange an early airfield reconnaissance in the Shanghai area. This addition was approved, and Sir Andrew Cunningham undertook to send the necessary telegram to Admiral Fraser, to be prepared by the Naval Staff in consultation with the Air Staff.
THE COMMITTEE:
(a) Approved the terms of the telegram to the Joint Staff Mission,
amended as above, and instructed the Secretary to despatch it+,
(b) Took note that the Admiralty, after
consultation with the Air Ministry, would telegraph to Admiral Fraser asking him to arrange for an early airfield reconnaissance in the Shanghai area.
