Press published grp. undec.] reports of meetings between communist and Government negotiators but it looks very much as if once again a deadlock has been reached with M. demanding any senior posts in "communist controlled" areas as part of his bargain. It is credibly reported that there is near agreement on the convening of an all party convention to discuss the introduction of constitutional government, but this will doubtless grp.untec. within part of an over-all arrangement.

2. There is criticism among well informed Chinese of Chiang Kain Shek's igrp.undec] appointments to senior posts in liberated areas. New major of Shanghai for instance is a little known general who speaks no English nd can claim only loyalty to Chiang Kai Shek as a known qualification. On the other hand, appointment of General Li Tsung, Jen, who is no party man, as Director of Chiang Kai Shek's Headquarters, at Peking (which will apparently be responsible for northern provinces excluding Manchuria) must be interpreted as a conciliatory gesture to the communists-even though the latter may not so interpret it.

3. It is increasingly clear that peaceful change over in the re occupied territories is dependent on Japanese discipline alone. Government have already declared fapi to be legal tender in Shanghai which must heighten effect of existing currency shortage. Reports from British community there indicate that health is relatively good but financial aspect of rehabilitation of their businesses, especially those of purely local personnel, is a problem as will be that of providing temporary relief.
