concerning the arrangements for the return of staff of the (To 1) National City Bank of Hong Kong,
To 2) Chase National Bank
(To 3) American Express Company
and to inform you that, as has been explained at the meeting with the Hong Kong Planning Unit to which you refer, it is intended to permit the re-entry of Banks previously established in the Colony as soon as the Military Commander is satisfied that circumstances permit, without regard to the nationality of the Banks. In view of the uncertainty of the position it is impossible to say when this will be, but it is suggested that the best course would be for the representatives of your Bank to go to Manila or other suitably convenient centre where they will be advised as soon as it is possible for them to proceed to Hong Kong. It would be appreciated if you would inform this Department as soon as possible of your decision as to where your representatives will be.
