subject Chinese Consul General in Hong Kong.

Understand you have been in communication with Aribassador

Chungking on this subject.

Admission of Chinese Consul General in Hong Kong was agreed

with Chinese in 1941 subject to understanding that he would

be permitted to perform all normal Consular functions,

provided that he conformed to following stipulations:·

(a) That he would not repeat not be privileged to

represent the views of Chinese British subjects, or of

Chinese nations domiciled in Hong Kong on questions

relating to the domestic affairs of the Colony. (b) That he would not carry on any political activities

relating to the status of Hong Kong.

Question of whether in present circumstances it is desirable

}

to maintain these stipulations is being considered by

Foreign Office and Colonial Office.
