THE COMMITTEE took note of a telegram despatched by the Secretary after consultation with the Service Ministries to Colonel Cartwright agreeing to the inclusion of the new paragraph 4(i) in the Hong Kong Surrender Agreement as requested by the Chinese, and to the terms of the covering letter which Colonel Cartwright was authorised to sign.
