As you know shipping interests have already begun to move their men towards China with our help. We will find out how many more ought to move in the near future. We note your bid for 1,000 priority passengers to China (Shanghai), and will let you know what is possible within the relatively near future. Our impression is that it will take a long time to move so many by sea, but it is impossible to give a firm reply as all moves are about to be replanned. We would suggest that if you can get air passages for the most important they can doubtless get in touch with the Chinese members of their firms on arrival, and get their concerns re-opened on a skeleton basis. You will let us know when the Chinese Government are prepared to allow these men to return.
