My G. 2005.S. Alter paragraph 4(c) to read:
"The British authorities at Hong Kong will make available to Chinese authorities airfield and port facilities for staging troop movements in redeployment of Chinese forces for occupation of Japan, Formosa or points on coast of China and Manchuria. There may be many demands for the available facilities; the responsibility for allocating priorities will rest with british authorities. All troops arriving in Hong Kong area will be self-supporting in food."

Add now paragraph 4(1):
"Should an conflict of requirements in consonance with General Order No.1 of Supreme Cormander for Allied Powers arise in connection with paragraph 4(c), (d), (f) above the question will be referred to the Supreme Commander for Allied Powers for decision."

The cause of new aragraph was my insistence that Admiral Harcourt should be the arbiter of his need. This is accepted subject to proviso of (new?)+ paragraph. Wedemeyer desired should explain that it is safeguard to enable the Generalissimo to carry out MacArthur's General Order No.1, especially with regard to redeployment.
