Both C.O. and we would welcome in principle use of Hong Kong for transhipment of U.N.R.R.A. supplies. The matter however is essentially one for the military administration to decide, and you should therefore repeat your telegram under reference together with this reply to Admiral Harcourt. He alone is likely to be in a position to answer questions 1,2,3, and 5.
2. As regards question four, the medium of exchange will be liong Kong dollars. There would be no restrictions on U.N.K.R.A. financing itself within the Colony by drawing on sterling assets in London.
