My telegram 29th August D. No. 1584. Hong Kong

Directive has been sent to Admiral Harcourt appointing him Commander-in-Chief and Head of Military Administration of Colony of Hong Kong, which includes New Territories, and instructing him

to assume by proclamation full powers and jurisdiction over persons and property in Hong Kong, and to establish a British Military Administration throughout colony.

2. Admiral Harcourt has also been instructed to provide port and other facilities in Hong Kong for assistance and support of United States and Chinese forces in hinterland.

30 We are instructing our Joint Staff Mission in Washington to inform United States Chiefs of Staff to above effect, we are also informing Generalissimo Chiang Kai-Shek of these arrangements,

40 Following are main points of instructions which have been sent to Admiral Harcourt regarding Civil Affairs:-

(1)

(a) Objects of Military Administration of Hong Kong are two-fold:

Short-termɑ Maintenance of law and order and prevention of disease and unrest. Implementation of this will require supplies of food, clothing, medical goods, etc., and of equipment for maintenance or restoration of essential services; these will be shipped as soon as possible.

(11) Long-term. Restoration of framework of administration of

Colony with view to establishment of stable civil government, and rehabilitation of social and economic life of Colony with view to its future well-being and prosperity..

(b)

Pending arrival of Chief Civil Affairs Officer, he is to take such steps as his resources permit

(1) to maintain law and order;

(ii) to render aid to civilian internees until they come under

the control of some other responsible authority;.

(iii) to control influx of civilians by sea or land;

(iv) to guard or secure public utilities, banks, `buildings likely to contain records, and any essential civilian supplies;
