Following from Chiefs of Staff addrescod. C.T.G.111.2 Info: C.T.F.111. SACSEA. C. in C. India, Generel Carton de Wiart, J.S.M Washington begins:

We have, after consultation with the Foreign Office and Colonial Office, prepared and approved the following Directive to Rear-Admiral Harcourt.

Directive Begins:-

You are appointed Commander-in-Chief and Head of the Military Administration of the Colony of Hong Kong, which includes the New Territories,

You will assume by Proclama bion full powers and jurisdiction over persons and property in Hong Kong and will establish a British Military Administration throughout the Colony, in accordance with the instructions already issued to C.T.F.111 in A.M. 130032+ and 131957 August Detailed instructions regarding Civil Affairs will be issued to you in a separate directive.

3. You will be responsible to the Chiefs of Staff for defence of the Colony and to the Secretary of State for War for the military administration (including the maintenance of law and order). Where in your judgment tbo security of the Colony is endangered, you will exercise your authority in any manner which appears to you to be necendary.

You m:11 be in command of the forces of threO Services stationed ashore in the Colony. Except in the cuse of savorgenoy, however, naval and air forces visiting Hong Kong or in transit will continue under their normal Gominandens,

5¢ Frovision of the administrative requirements of the Anny, the R.A.F. and Civil Affairs in Hong Kong will be the responsibility of 3.A.C.S.E.A. Naval forces will be supported by the Commander-in-Chief, British Pacific Fleet.

You will be reaponsible for the co-ordination of all administrative undertakings within the Colony, both civil anë military, In particular, you will provide port and other facilities in the Colony for the assistances and support of American and Chineso foross in the hirtorland,
