uestion, the Foreign Office assume that the Chiefs of Staff will consider, in consultation with the Foreign Office and the Colonial Office, the desirabili- ty or otherwise of texing stops to request either thet General Cruer do. 1 shall be amended as provided in paragraph 1 of the Order, or that subsequent instructions shell be issued in virtue of parigraph 12, to make it clear beyond all doubt that the surrender at Hong Kong will be to Alairel Hercourt, without any attached condition suggesting that he is acting on behalf of Chiang Kai-shek elone.
