I have been instructed to sk you to drew the attention of the Chiefs of Staff to Chungking fele- eram No. 988 about the date of the formal surrender

2. On general grounds and for the particular reasons connected with our commercial interests 14 China itself, to which Sir II. Seymour drew attention In paragraph of his telegram No. 984, it is o- viously desirable to set in harmony with Chiang Kai- shek to the maximum extent that is possible without prejudicing any essential interest in Hong Kong it- self. From this point of view there secas to be no objection in principle to arranging for the surrender to take place after the main surrender of the Chinese forces ithin Ching to Chieng K¤i-snek.

3. Nevertheless, there are certain points to which the Foreign Office feel bound to draw the attention of the Chiefs of Staff so that the latter asy consider whether any safeguarding action is required.

4. It is possible that Chiang Kai-she's attitude over the surrender in Hong Yong is not
