2. I hope it is clear to all concerned that Hong Kong surrender must not take place until after China theatre surrender. If Hong Kong surrender were to take place first it would be taken as a deliberate slight to Chiang Kai-Shek as Commander-in-Chief of China theatre and the fat would be really in the fire.
