operational directive to Admiral Harcourt for the administration of Hong Kong, and the Civil Affairs directive appointing Brigadier D. M. McDougall to Admiral Harcourt's staff to assist 'in administering the civil population.

A telegram from the Foreign Office to Chungking, which had been sent as a result of a decision taken at the Defence Committee meeting held on 31st August 1945, stating that instructions were being sent to Admiral Harcourt to sign the surrender terms at Hong Kong on behalf of H. M. Government, and equally on behalf of Chiang Kai Shek as C.-in-C. China Theatre, and requesting that the Generalissimo be informed accordingly.

(d) A telegram! from the Admiralty to Admiral Harcourt

repeated to Admiral Fraser, containing the text of a telegram from the Foreign Office to Chungking, and asking Admiral Fraser to obtain the necessary assurances from General MacArthur that he either issued the orders for the Japanese in Hong Kong to surrender to Admiral Harcourt, or would do so at

once.
