I am returning the copy of Foreign Office brief on Hong Kong supplied to the Secretary of State for Foreign Affairs which you very kindly sent me for the purpose of writing the Defence Committee minutes.
2. I note that the Foreign Office has already despatched the draft agreed at the Defence Committee this morning and hav arranged with the Admiralty that they should, in addition to repeating your instructions to Harcourt, ask Admiral Fraser to obtain the necessary assurances from General MacArthur that orders will be issued to the Japanese in Hong Kong to surrender to Admiral Harcourt. This latter telegram will probably be despatched early tomorrow morning.
