I think it most unlikely that any attempt will be made at tomorrow's meeting of the Council of Foreign Ministers to put Hong Kong on the Agenda of the Council. The suggestion originally attributed in the Press to Mr. Byrnes was based, as the attached paper shows, on a garbled version of what he had said at a Press Conference.

Should the question of Hong Kong be suggested for inclusion, I think that the Secretary of State should be advised to take the firm line that while questions affecting Hong Kong may in the future require discussion between Great Britain and China there is no Hong Kong question for the Council to discuss.
