Your letter on Chungking telegram No. 909 cuts right across the conclusions

reached by the Chiefs of Staff this morning, which we were just about to communicate to you.

We thought and hoped that the whole matter had been tidied up, but your letter makes confusion worse confounded. Since we ought to make up our minds at once as to the best way of getting out of an unholy mess, could you possibly slip out of your meeting and come to my office for five minutes?
